It's going to cost you if you want a Vbulletin forum. There's a much more efficient forum which is Invision Power Board (but the security is kinda low so you have to hack some mods in there :p). Anyway, if you want, you can get it at http://www.invisionplus.net this is the ONLY forum that allow you to have full HTML acces I think ^^. Anyway, try it! It's great!

If you want to install a forum on your own, I'd go with phpBB (http://phpbb.com), SMF (http://simplemachines.org), MyBB (http://mybbb.com), BurningBoard Lite (http://woltlab.de/products/burning_board_lite/index_en.php) or IceBB (http://icebb.kenkarpg.info/).
All of them seem to be quite good.
