That happens, it prevent you to just join and keep giving rep points to people. And I think this should be in the Support Forum

Since you can't give rep points to other members after a certain time, it's considered a problem with the Forums.

No, it's no forum problem.
It's just the settings which doesn't let you give away rep unlimited.
This is for preventing people from abusing it.

Of course it isn't a problem :p But because he saw that he couldn't give rep points, he classified it as such. So it got moved here to support and feedback ^_^ use the same thing for my site too.
