well, I decided to start a contest on PIForums.
The person who refers most people in a month's time will win.
I will send out a Newsletter and the contest will start after I have send it out.

What you have to do:

The person with the highest referral count will win.

1st Prize
5000 Points for the Shop+ a HTML user title

There are already so many rewards for referring people and for posting, but they don#t seem to be attractive enough...

They are attractive, and we're doing our best with advertising. Its a cycle. People join forums that are full and active-but if no one is active, then the people won't join-but they have to join in order for it to be active. Most people don't get that in order for something to be active, they must do their part and be active, but they don't want to be active, because there is no other activity. Ugh....it's like thinking the same, with different brains >_<
Although, when Rai gets the Pi Newsletter up that will all change. Send it to as many people as possible(even if they didn't sign up for it) and it'll peak their interest and make them curious It's like a reminder 'you joined a forum and need to post' XD
