Jolteon, the electric evo of Eevee. Jolteon has always been a popular choice in the competitive environment because of the amazing speed and ability to Baton Pass.

Base stats: 65 HP / 65 Atk / 60 Def / 110 SpA / 95 SpDef / 130 Spd
Type: http://www.pokemeadow.nl/pics/sprite/electric.gif
Ability: Volt Absorb ( restores HP when hit by an electric attack )

Physical moves
- Return
- Iron Tail
- Double Kick
^^ Please, never use a physical Jolteon outside of fun battles.

Special movepool
- Thunderbolt
- Thunder
- Hidden Power
- Shadow Ball
^^ Not much, but Hidden Power is always useful.

Support movepool
- Baton Pass
- Substitute
- Agility
- Fake Tears
- Wish
- Thunder Wave
^^ Some useful moves.

Possible movesets

Jolteon @ Leftovers
Timid nature
EVs: 252 SpA / 252 Spd / 6 HP
- Thunderbolt
- HP Grass / HP Ice / Agility
- Substitute
- Baton Pass
^^ SubPasser. T-Bolt for STAB, HP Grass for Ground types, Ice for Dragons. If you're brave enough and think you can counter grounds and dragons well with your team, you can use Agility.

Conclusion: Jolteon is one of the best SubPassers in the game. Being able to hurt common (Pseudo)Hazers means it often has a chance to set up a free Substitute. Passing the Sub gives you a free turn to set-up your sweeper or something and can win the match for you.

Yup! Jolteon is great! (No, not biased :P)
I spent like 6 months in Sapphire to hatch a good Eevee with a good Hidden Power Ice (Had noting to do there). I got one, Hidden Power 68 and Ice typed, I evolved it and gave attacks like Rain Dance and Thunder... then FR/LG appeared with Substitute move tutor and my Jolteon couldn't have Baton Pass >_<

I used it in NetBattle and worked greatly well! It's the only Pokémon that can escape Dugtrio's Arena Trap without being flying/Levitate and without Speed boosts. Jolteon's speed combined with it's single weakness makes it one of the best Substitute user too. I see Flygon or Bronzong as the best switch-ins for Jolteon since both are imune to Earthquake and resistent to Stone Edge (Quake and Stone Edge are 80% of the time together).
With new Egg moves toys DP gave him, it can be annoying, the fastest Yawn and the fastest Fake Tears in the game gives it a wider choice.

I haven't used it before, or at least, I haven't used it since the RBY days (can't remember if I used it then). ^_^; It's not bad, but I liked Vaporeon better. That's just my personal preference.

Jolteon is a cool Pokémon. I haven't used it in the normal games, but I had it in my team when playing netbattle. It didn't prove itself to be useful for me though, I'm quite sure I messed up stats and movesets, I don't remember what I used though...
