mostly system administration, ive tried my hand at programming but i didnt do that well , as for hacking & security never tried hi all!!!

No, a programmer *makes* programs like Windows, Photoshop, IE or FF...... Or simpler programs too, like a thing that prints something on the screen, calculators, text editors or pokedexes ^^

And no, when you make a program, you know how to operate it. When somebody else makes it (as I've not made anything as complicated as Photoshop or FF)... well.... you're just confused because you'd make it differently XD
