To me it's all gibberish, but I'm looking to set up an automated archive system for... something. I had a friend send this to me, but even she doesn't know how to go about it.

Which part don't you understand?

First of all, you need a webhost which supports cgi.
Then you need to upload the directories with an FTP client mentioned in these instructions and CHMOD (change who can read/write/excute certain files) them like it says there.

CHMOD settings should easily be changed in your FTP client.

I don't know what you need explaining. It's a text with instructions on setting up some sort of archive that uses cgi files.

Follow the instructions, and you will be able to set it up. There's not much to explain, unless you want to know something specific about the installation instructions.
