Yes, you have to pay to download and provide such a forum.
Check www.Vbulletin.com for prices and more informations.

For how much the license costs annually, it really isn't worth it. If you wanted, you could start off with a free forum software such as phpbb and move over to vB whenever it gets a decent amount of activity.

Compared to the amount of coding, fixing, and overall time and effort that was put into it, vBulletin is definitely cheap....

But opposed to the average internet surfer's capabilities, it's far too expensive.

So, I suggest that you buy vBulletin only if you're serious on having a site and forums. vBulletin is for professional people (a lot of serious companies use it) or for people who have popular sites that need something along the lines of that (where other forum web applications just won't settle).

However, if not, you might end up selling your licence and losing cash for nothing...

Anyway, an owned licence is $160 (you can use it forever after paying that).

=====INTERESTING=====
Funnily enough, Microsoft Corporation doesn't use vBulletin for their forums.
Maybe they thought they would look bad and then made their own forum application XD

Dying time is not about the software, it's about the community you can get.... A friend of mine runs his own custom-written forum without (m)any fancy features, and it's been active for years.

Not all of them. There's a Fire Emblem forum that I go to that is in s7, which was put up in 2004.

As for making a vBulletin forum, I don't think that wasting all that money is worth it.

one last question.
How many boards can you make with a license?

You can only make one forum.
However, you can always create a forum for testing which doesn't have to be accessible by public.
