I don't know about plain Mozilla, but Firefox handles Japanese well....
You should first check if you have East Asian language support on your operating system (Windows: Regional & Language Options in the Control Panel)

Firefox seems to support it because it already has the support for the character encoding built in; where-as with IE, you have to manually install the support files.

I.e. View - Character Encoding

Umi: Did the East Asian language support thing work?
bgtfamily: Well-written pages specify what character encoding they're using; the Character Encoding menu is just to help Firefox with guessing when it runs across a badly written page.....
