I would like to know how you change the text on the top of the index page:

That's this hack: http://www.vbulletin.org/forum/showthread.php?t=99579
You just need to install it and edit the psecific phrases (there are instructions for this hack, where there is also a guide on which phrases you need to change).

Well, you don't neccessarily need to install the hack, you could also just edit the phrase called "first_visit_message".

Just use the "Search in Phrases" option.
