I was wondering what's the best level to beat the E4 at my Ruby....

It depends... I usually do it around level 50. I do spend alot on items though. ^^;
Generally, I would say 50-55 would be good levels.

Well, I usually trade one of my High-Leveled pokemon over from another game (A.K.A Sapphire to Emerald, etc.) and get and Exp. Share so the younger Pokemon can level up. Of course, I think about 50-55 for something that has pretty high stats (Such as Kyogre in sapphire), and about 56-60 for some of the lower-statted pokemon.

IMO you need about 60-65 if you're playing pokemon for the first time; if you know something about types and stuff and have the right pokemon you can be OK with as low as 45-50.....

xD It's okay, keep asking away.
You could check your Pokénav for rematches (gets more money too), or you could train in Victory Road. Those are the only two I can suggest ^^;
